Low Tien Sio

Chairman

He has also served on the advisory and expert panel for the Sydney Metro Authority. A Claims and Contracts specialist, Mr Low has been involved in Planning, Project Management, and Corporate Management with the LTA as its Deputy Chief Executive till February 2007.

During the period when he was the Deputy CEO with Sentosa Development Corporation, he guided the management of its development agreement with Resorts World @ Sentosa, for the development of the integrated resort and also oversaw the Property portfolio.

He was a member of the Development Projects Advisory Panel and also the Valuation Review Board for many years and had been appointed a senior adjudicator by the Singapore Mediation Centre.

Mr Low founded MSI Global Pte Ltd (formerly known as MRTC Singapore International Pte Ltd) in 1995 and was also a Director until 31 January 2007 when he retired from office as Deputy Chief Executive at LTA. He joined the MSI Board of Directors again as a NonExecutive Director on 1 July 2015 bringing with him a wealth of knowledge and experience in the land transport industry both locally and internationally.

Chua Chong Kheng

Chief Executive Officer

Mr. Chua first started his career with MRTC, as a Rolling Stock Engineer, working on the procurement, design and testing of passenger trains and maintenance vehicles for the initial phases of the Singapore’s Mass Rapid Transit System project. He subsequently headed the pilot studies and procurement evaluation of the systems for the first Light Rapid Transit system in Singapore.

In 1996, Mr. Chua was appointed as the Senior Project Manager responsible for the Electrical and Mechanical Systems on the North East Line (NEL) Project. He led the engineering studies, procurement evaluation and the design phase of this project to build the world’s first fully automated heavy metro system. Many innovative engineering features were introduced for this project and Mr Chua was also responsible for setting up the systems integration function at the LTA, which was a key success factor for the NEL Project.

In 2000, Mr. Chua was appointed the Project Director for Stages 1 and 2 of the Circle Line (CCL) project, as well as for the overall Electrical and Mechanical Systems of the entire CCL, a fully automated medium capacity rapid transit system. He oversaw the engineering studies and procurement evaluation phases as well as the design and systems integration stages of the project. In end 2003, Mr. Chua was appointed Group Director of the Safety and Contracts Group, with overall responsibility for the Authority’s Contracts and Procurement, Cost Control and Project Budgeting, Project Planning and Programming as well as Safety Management functions. He held the position until his 2-year secondment to the Ministry of Transport (MOT) in March 2006 as the Director of International Relations and Security (IRS) Division.

At the MOT, he set up the International Relations and Security Policy (IRS) Division from 2006-2008, responsible for the International Relations (IR), Security Policy (SP) development and Emergency Preparedness (EP) aspects of the aviation, maritime and land transport.

Mr. Chua returned to LTA in 2008 and was appointed Group Director, Rail, responsible for the implementation of the various enhancement works on the existing MRT lines and extension lines, including the then Thomson MRT Line (TSL) and Eastern Regional MRT Line (ERL).

In 2012, Mr. Chua was appointed the Deputy Chief Executive (Infrastructure & Development) of LTA, managing a portfolio that included the planning, design and implementation of all road and MRT rail projects such as the Downtown Line, Thomson-East Coast MRT Line, Marina Coastal Expressway, Lornie Highway, North South Corridor, Jurong Region Line, Cross Island Line, extensions to the Circle Line, North East Line and Down Town Lines as well as the upgrading of the existing LRT lines. His portfolio included responsibility for the Engineering, Procurement, Safety, Contracts, Programme and Cost Management functions for all LTA’s development projects as well as Roads Maintenance and Traffic Operations.

Mr. Chua is a Fellow of the Institution of Engineering and Technology (IET, UK) and a Chartered Engineer of the IET. He is also a Fellow of the Institution of Engineers (IES, Singapore), Singapore Academy of Engineering, ASEAN Federation of Engineering Organisations (AFEO) as well as a Chartered Engineer of the IES.

He was conferred various Singapore National Day awards, including the Public Service Medal (PBM) in 2011, Public Administration (Gold) Medal (PPA/E) in 2015 and the Public Service Star Medal (BBM) in 2016. Mr. Chua was also conferred the Distinguish Engineering Achievement Award (DEAA) by the National University of Singapore (NUS) in 2017 and the Outstanding Alumni Achievement (OAA) award by the Nanyang technological University (NTU), also in 2017.

Yee Boon Cheow

Director

Mr Yee is the Deputy Chief Executive (Infrastructure and Development) of Land Transport Authority (LTA).

Mr. Yee holds a second class (upper) Bachelor degree in Mechanical Engineering and a MSc in Management of Technology from the National University of Singapore. He is also a Chartered Engineer under the Institute of Engineers, Singapore.

Mr. Yee is a railway professional with more than 20 years of experience. He has held leadership and management responsibilities across various functions such as Project Management, Contracts Management Asset Management, Maintenance and Engineering.

Mr. Yee was conferred the Public Administration Medal (Silver) in 2024.

Daren Shiau

Director

A pioneering regional competition law and foreign investments specialist, he is concurrently Regional Co-Head of Allen & Gledhill’s Competition & Foreign Investment Review Practice. His practice covers the entire remit of competition law including antitrust litigation, international cartels, monopolies and dominance, foreign investment screening, and global merger control.

Ranked as Global Elite Thought Leader for the Asia-Pacific region by Lexology Index: Competition, Chambers Asia-Pacific names Daren as “Singapore’s top competition lawyer”. Daren is also the first and only Singapore competition lawyer to be ranked by Chambers Asia-Pacific as Eminent Practitioner.

Daren’s market-leading expertise dates back to antitrust origins in the region, when he had been cited as “the most highly nominated practitioner”, and “a real expert according to rivals”, in the inaugural Competition chapter of Lexology Index: Singapore. When omnibus FDI laws were introduced in Singapore in 2024, the publication recognised him as “a clear leader in FDI reviews” whose “deep understanding of concepts of foreign ownership, control and influence in the region are unsurpassed”.

His “superstar” deal book of ground-breaking competition transactions, which has been described by Chambers Global as “market-leading”, covers general antitrust, as well as sectoral regimes such as banking and insurance, media and telecommunications, electricity and gas, and airports.

Daren is Singapore’s first-ever appointed non-governmental advisor to the Competition and Consumer Commission of Singapore (CCCS) at the International Competition Network (ICN). Peers recognise that his collective antitrust “achievements are well-deserved”.

A commissioned trainer of the high-level ASEAN Experts Group on Competition (AEGC), Daren is also Principal Examiner on competition law for both the Singapore Institute of Legal Education’s Foreign Practitioners Examinations, as well as its gateway Singapore Bar Examinations. He has also worked in Magic Circle London and Brussels competition practices on European Commission and Office of Fair Trading matters, and is a non-practising solicitor of England and Wales.

Daren graduated on the Dean’s List of the National University of Singapore in 1996, and was awarded the Malayan Law Journal Book Prize. He is currently District Councillor of the Central Singapore District, and has served on governmental agencies and committees throughout his career. Quek Ser Hwee Peter

Mr Peter Quek is the Group Director, Information Technology, Cybersecurity and Digital Services, and Chief Information Officer (CIO) of Land Transport Authority (LTA).

As a Singapore Government scholar, Peter holds an honour degree in Electrical/Electronic Engineering from the National University of Singapore, and a Master in Management of Technology from the Massachusetts Institute of Technology (MIT) USA. He has over 20 years of industry experience in digitalisation, enterprise ICT/OT strategic planning, large scale ICT/OT project implementation, ICT/OT governance and cybersecurity, and mission critical ICT/OT operations. In his current role as CIO of LTA, Peter oversees the digitalisation of LTA planning, operation and service delivery processes, sector lead for land transport critical information infrastructure cybersecurity, implementation and operation of mission critical ICT/OT systems, modernising the enterprise architecture.

He is also actively involved in the exploitation of new technology in big data analytics, AI/ML, RPA and blockchain to enable business innovation and preparing organisation for the digital future. Peter is also actively involved in various government and industry ICT committees and working groups. This included the development of Singapore Technical Reference Standards on Cybersecurity of Autonomous Vehicle, and CIO Council.

Evon Ang Ai Tee

Ms Ang has over 30 years of experience as a Global Finance Leader with a consistent record and uniquely skilled in business and financial management, controllership, business pricing, risk management and strategic planning. She is a recognised change leader with significant experience and results in driving transformation and new set-up.

She has held leadership and management responsibilities across various functions both in Finance and Business and Sales Operations across multiple functions and Global organisations leveraging a collaborative style to develop, coach and mentor strong teams. She is known to strongly partner the business to drive outcomes.

Ms Ang holds a Diploma in Accounting.

Liu Png Hock

General Manager / Director

Mr. Liu joined Singapore Mass Rapid Transit Corporation in 1985 and was involved in the construction of Singapore North-South and East-West lines. After that, he moved to Shanghai for construction of Shanghai MRT Line 1 in 1990-1994 and re-joined LTA in 1994. Since then, he has been involved in more MRT/LRT/road infrastructure planning, construction and project management.

In MSI Global Pte Ltd, Mr. Liu focuses on the Asia Pacific business development. In 2004, Nanjing Line 1 Consultancy Contract for E&M System Integration, the first MSI contract in China was secured. In 2006, a second major contract in China was secured, with the signing of the Project Management and Advisory contract with Shentong Consortium, Shanghai, for the MRT Line 10 E&M system. As of today, MSI Shanghai has completed 20 over projects in China.

Chia Choon Poh

Director

Throughout his 18 years of service with LTA, he was involved in the preparation of technical specifications and supervision of Contractors in design, manufacturing, delivery, testing and commissioning of the Electric Trains, Depot Equipment and Service Vehicles for North-South East-West Lines (NSEWL), Changi Airport Line (CAL), North-East Line (NEL), Circle Line (CCL), Downtown Line (DTL), Thomson East Coast Line (TEL), Jurong Region Line (JRL) and Cross Island Line (CRL) projects.

Mr Chia was also assigned to participate, in LTA subsidiary MSI Global, as Rolling Stock Consultant for local and overseas consultancy projects specifically Malaysia Hartasuma Sdn Bhd Depot Audit and Upgrading Works, Singapore Changi Airport T4 People Movers Feasibility Study, China Nanjing Line 1, Shanghai Line 10 Metro, and was also a technical advisor to Sentosa Development Corporation.

Tan Yih Long

Director

He was the Project Director in the renewing of the signalling system for the North-South and East-West Lines.

Yih Long is a Chartered Engineer (Railway). He is also member of Institution of Engineering and Technology (IET), United Kingdom, Institution of Railway Signal Engineer and Institution of Engineers (IES), Singapore. He also sits on International Electrotechnical Commission-Technical Committee 9.

Yih Long has more than 20 years' experience overseeing the development of electrical and mechanical systems and is currently the Deputy Group Director (Rail/Road Systems Engineering).

Subsequently under her leadership, the in-house development team was built up to architect, design, develop and deploy for mega AFC projects, most notably are the SeP (Symphony for ePayment) based on CEPAS (Singapore Contactless ePayment Application Standard) and SimplyGo (Account-based Ticketing), where new schemes like VISA and Mastercard are being accepted for fare payment in Singapore Public Transport.

She continues to lead the system development team in new areas like Facial Recognition, MaaS, mobile ticketing, etc.

Sim Wee Meng

Senior Vice-President, Singapore Rail Test Centre

Mr. Sim has close to 30 years of railway experience and has been working with the railway authority since 1983. His experience on transit projects covers civil, electrical, mechanical and project management disciplines.

As the Project Manager for Bukit Panjang LRT in 1996, he has undertaken all the Electrical and Mechanical (E&M) works. He was appointed as Project Director in 1998 and oversee the project which was completed in 1999. This pilot project was carried out successfully resulting in building another two LRT systems in the north eastern part of Singapore.

In 2000, he was responsible in overseeing the entire electrical and mechanical works on the North East Line project, the world first fully automatic heavy rail transit system. He managed 16 major electrical and mechanical contracts as well as 30 minor contracts, with a total value of approximately S$1 billion. The project was completed successfully in 2002 and handed over to the Operator, SBS Transit in May 2003.

For successfully delivering the world first fully automatic heavy mass rapid transit system, in November 2003, he was awarded the Outstanding Project Manager by the Singapore Society of Project Managers.

In the same year, he was awarded International Outstanding Project Manager by the International Construction Project Management Union, People’s Republic of China.

After the North East Line project, he began managing the Circle and Downtown Lines, both of which have added new stations every year since 2011. He assumed the Senior Group Director for Rail and was responsible in overseeing the delivering of all the rail projects which include the Circle Line, Boon Lay Extension and Downtown Line.

The total project cost of the three projects is approximately Singapore $19.3 billion. He was also involved in various projects undertaken by MSI Global, notably the Shanghai Line 10 and Marmaray project in Turkey.

Mr. Sim’s association with MSI goes back many years since April 2007. Under his leadership, revenues and retained earnings grew steadily over the years. Mr. Sim relinquished the CEO role in August 2024 as part of leadership renewal but continues to lend his expertise and experience to oversee Singapore Rail Test Centre.

Mak Weng Cheong

Senior Vice-President, Legal Advisory, Procurement & Contracts Management

Mr. Mak has over 37 years of experience in the procurement and administration of Electrical and Mechanical (E&M) contracts relating to land transportation systems, including automatic fare collection (AFC) system. Prior to his roles in procurement and contracts administration, Mr. Mak had 6 years of working experience in various roles in the engineering field, including design, project management and maintenance.

Mr. Mak was involved with all MRT/LRT projects implemented by LTA since the launch of Singapore’s first MRT project in 1983. Notable experience include:

• The North-East Line (NEL) project - the world’s first fully automated driverless metro.
• Migration of Singapore’s integrated AFC system for public transport - (a) first from a magnetic contact card system to a contactless card system, and (b) subsequently from a fully contactless card system to an Account Based Ticketing system (ABT).
• The Circle Line (CCL) project - the first and only LTA’s transit project for which the core E&M systems were procured through a single contract package.
• Re-signalling of the North-South/East West Line - replacement of a fixed block signaling system with a Communication Based Train Control system (CBTC).

Mr. Mak also has extensive experience with road related projects such as the Electronic Road Pricing system (ERP), Expressways Monitoring & Advisory System (EMAS), Intelligent Transport/Traffic Light Control System, Bus Arrival Information System and Traffic/Environmental Management System for underground expressways. Mr. Mak had played a major role in procuring Singapore’s first batch of bus operation contracts through open tenders.

Mr. Mak has academic qualifications in Electrical Engineering, Systems Engineering, Law and Business Administration.

Silvester Prakasam

Senior Adviser, Digital Mobility Solutions

In the 1990s, he spearheaded the development of the Integrated Ticketing System that enabled commuters to use a single stored value farecard to travel within the public transport network that includes buses and trains seamlessly.

Since 1994 he initiated the conceptualization of a contactless smart card ticket for public transport and was deeply involved in the shaping the smart card-based ticket that is more commonly known today as the ez-link card. He was subsequently appointed Project Director in 1999 for the implementation, of a contactless card environment for the Public Transport in Singapore. This project also implemented the Clearinghouse and card manager system for the ez-link card.

After having implemented the contactless smart card system, Mr Prakasam was asked to manage Ez-link Pte Ltd, the company that managed the issuing of 7 million ez-link cards in Singapore which he undertook till the company was appropriately set up.

Moving on from the successful implementation of the ez-link card, he led his team to jointly develop, with the Infocomm Development Authority of Singaporean leading card suppliers, a new standard within Singapore for common e-purse applications (CEPAS).

This standard was officially launched in 2006 and adopted for public transport ticketing and retailers for electronic payment. Subsequently he led a team that implemented an open system to merge payments for Public Transport and congestion pricing based on CEPAS The system known as SeP (Symphony for e-Payments) was launched in January 2009 and successfully cut-over on 1st October 2009. His team then went on to introduce a new fare structure called Distance Fares which was launched in July 2010.

He is actively involved in various National Committees in the promotion of e-payments and related standards. Having accumulated vast technical and management experience and knowledge in fare collection and electronic payment system, Mr Prakasam is well respected in the industry and has been invited to share his knowledge in many regional and international seminars and conferences.

Before joining MSI Global, he held leadership roles at Singapore’s Land Transport Authority and the Accountant-General’s Department, where he managed institutional investments, bond issuance programmes, and financial risk strategies.

He holds a Bachelor of Accountancy (First Class Honours) from Nanyang Technological University and a Master of Science in Accounting (Data and Analytics) from Singapore Management University. Sizhao is a CFA charterholder and a Chartered Accountant (Singapore).

As Vice President at MSI Global, he oversees HR and Infocomm across regional subsidiaries, partnering with executive leadership to drive workforce strategies and operational excellence.

His career spans senior appointments in multinational and government-linked organisations, where he led regional HR operations, policy development, and systems integration across APAC, North America, and Europe. Andy holds an Honours Degree in Economics from the National University of Singapore and a Graduate Diploma in Personnel Management.
