Chua Chong Kheng

Mr Chua graduated with a First-Class Honours Degree in Electrical Engineering from the Nanyang Technological University and possesses a Master of Philosophy Degree in Electrical Engineering from the University of Birmingham, UK, as well as a Master of Science Degree in Management of Technology from the National University of Singapore. He is a Registered Professional Engineer (PE, Electrical) with the PE Board of Singapore.
Mr. Chua started his career with the then Mass Rapid Transit Corporation (MRTC), Singapore, as a Rolling Stock Engineer and subsequently assumed various senior appointments with the Land Transport Authority of Singapore (LTA). He was appointed Deputy Chief Executive (Infrastructure and Development) of LTA from 2012 to June 2024, where he was responsible for all Rail and Road development projects undertaken by LTA. He is currently the Senior Advisor at LTA and also oversee the Singapore Rail Academy (SGRA).
Mr. Chua is a member of the Development Projects Advisory Panel of the Ministry of Finance, and Senior Advisory Board member of the International High Speed Rail Association (IHRA), Japan. He has been on the MSI Global Board since 28 September 2005 and Chairman of the MSI (Shanghai) Board since 8 June 2005.
Mr. Chua first started his career with MRTC, as a Rolling Stock Engineer, working on the procurement, design and testing of passenger trains and maintenance vehicles for the initial phases of the Singapore’s Mass Rapid Transit System project. He subsequently headed the pilot studies and procurement evaluation of the systems for the first Light Rapid Transit system in Singapore.
In 1996, Mr. Chua was appointed as the Senior Project Manager responsible for the Electrical and Mechanical Systems on the North East Line (NEL) Project. He led the engineering studies, procurement evaluation and the design phase of this project to build the world’s first fully automated heavy metro system. Many innovative engineering features were introduced for this project and Mr Chua was also responsible for setting up the systems integration function at the LTA, which was a key success factor for the NEL Project.
In 2000, Mr. Chua was appointed the Project Director for Stages 1 and 2 of the Circle Line (CCL) project, as well as for the overall Electrical and Mechanical Systems of the entire CCL, a fully automated medium capacity rapid transit system. He oversaw the engineering studies and procurement evaluation phases as well as the design and systems integration stages of the project. In end 2003, Mr. Chua was appointed Group Director of the Safety and Contracts Group, with overall responsibility for the Authority’s Contracts and Procurement, Cost Control and Project Budgeting, Project Planning and Programming as well as Safety Management functions. He held the position until his 2-year secondment to the Ministry of Transport (MOT) in March 2006 as the Director of International Relations and Security (IRS) Division.
At the MOT, he set up the International Relations and Security Policy (IRS) Division from 2006-2008, responsible for the International Relations (IR), Security Policy (SP) development and Emergency Preparedness (EP) aspects of the aviation, maritime and land transport.
Mr. Chua returned to LTA in 2008 and was appointed Group Director, Rail, responsible for the implementation of the various enhancement works on the existing MRT lines and extension lines, including the then Thomson MRT Line (TSL) and Eastern Regional MRT Line (ERL).
In 2012, Mr. Chua was appointed the Deputy Chief Executive (Infrastructure & Development) of LTA, managing a portfolio that included the planning, design and implementation of all road and MRT rail projects such as the Downtown Line, Thomson-East Coast MRT Line, Marina Coastal Expressway, Lornie Highway, North South Corridor, Jurong Region Line, Cross Island Line, extensions to the Circle Line, North East Line and Down Town Lines as well as the upgrading of the existing LRT lines. His portfolio included responsibility for the Engineering, Procurement, Safety, Contracts, Programme and Cost Management functions for all LTA’s development projects as well as Roads Maintenance and Traffic Operations.
Mr. Chua is a Fellow of the Institution of Engineering and Technology (IET, UK) and a Chartered Engineer of the IET. He is also a Fellow of the Institution of Engineers (IES, Singapore), Singapore Academy of Engineering, ASEAN Federation of Engineering Organisations (AFEO) as well as a Chartered Engineer of the IES.
He was conferred various Singapore National Day awards, including the Public Service Medal (PBM) in 2011, Public Administration (Gold) Medal (PPA/E) in 2015 and the Public Service Star Medal (BBM) in 2016. Mr. Chua was also conferred the Distinguish Engineering Achievement Award (DEAA) by the National University of Singapore (NUS) in 2017 and the Outstanding Alumni Achievement (OAA) award by the Nanyang technological University (NTU), also in 2017.
